Improve 'st' command

The 'st' command is used to start an existing task. New users are sometime confused and will try to create a new task with this command. The bot will then answer with a "I can't find this task" kind of message. We should offer to create a new task when a user type 'st' with a task name that doesn't exists (yes/no question).
